The percentage ratio between the ground-level built footprint area of a building (Suprafața Construită la Sol - Sc) and the total cadastral plot land area (Suprafața Terenului - St). Formula: POT = (Sc / St) × 100.

Practical Application:

Mandatory urban planning constraint established in the General Urban Plan (PUG) or Zonal Urban Plan (PUZ). For instance, a 1,000 sqm plot with a maximum allowable POT of 40% restricts the building ground footprint to no more than 400 sqm.
